City Manager

The City of Holland, Michigan has a City Council / City Manager form of government.  The City Manager is appointed by the City Council.  The City Manager is responsible for the following tasks and overseeing all departments except the Holland Board of Public Works:

Originally from Traverse City and Hastings, Michigan, Ryan Cotton has been a professional City Manager since 1986 in the states of Vermont and Michigan.

The official budgeting process for fiscal year (FY) 2015 began in January 2014 when the City Council held the annual "Coffee with Council," followed by its annual retreat in February 2014. From the input and outcomes of those public events, the City's Leadership Team,  led by City Manager Ryan Cotton, meet to discuss budgeting scenarios and suggestions.  On April 16, 2014, City Manager Cotton will be presenting a proposed budget to the City Council for its review and discussion.
